The ongoing U.S. government shutdown is stalling progress on several long-awaited cryptocurrency exchange-traded funds (ETFs), according to the Crypto in America report.

With federal agencies operating on limited capacity, the Securities and Exchange Commission (SEC) has slowed routine reviews, leaving issuers waiting for clearance to launch new products.

ETF Approvals on Hold

During a shutdown, the SEC can still act on fraud cases or emergencies, but non-essential functions, including ETF approvals, are largely put on pause. Spot ETFs require a formal sign-off from the SEC’s Division of Corporation Finance before trading can begin, meaning anticipated launches tied to Litecoin, Solana, and XRP are effectively frozen until funding resumes.

Bloomberg Senior ETF Analyst Eric Balchunas compared the delay to a “rain delay” in baseball, stressing that while the pause is temporary, it creates uncertainty for issuers and investors who were preparing for near-term launches.

A Backlog Waiting to Hit

Earlier this week, the SEC asked partner exchanges of several issuers to withdraw their individual 19b-4 filings after approving generic listing standards. These new standards streamline the process, allowing crypto ETFs to go effective on a rolling basis without separate filings for each product.

Once the shutdown ends, analysts expect a wave of ETF launches could follow quickly, as issuers will already have cleared the most critical procedural hurdles. The delay, however, underscores the dependence of the crypto sector on timely regulatory action.

Market Implications

For investors, the stall comes at a delicate moment. Crypto markets have seen growing inflows into Bitcoin ETFs, and the prospect of altcoin ETFs had sparked optimism for broader adoption. Now, uncertainty lingers over when these products will actually reach the market.
