SEC Unveils Spring 2025 Agenda With Crypto Rules in Focus
The U.S. Securities and Exchange Commission (SEC) has published its Spring 2025 regulatory agenda, laying out a wide set of priorities that put digital assets and market modernization at the center of its policy push.
Chairman Paul S. Atkins emphasized that the agenda represents a “new day” at the Commission, with a sharper focus on innovation, investor protection, and efficient capital formation.
A key pillar is a clearer framework for cryptocurrencies, including rule proposals covering the issuance, custody, and trading of digital assets. The aim, Atkins said, is to provide regulatory certainty while continuing to crack down on fraud and misconduct.
Alongside crypto, the SEC outlined deregulatory initiatives intended to ease compliance for businesses and expand access to capital. These include simplifying fundraising channels, reducing shareholder proposal burdens, and updating outdated rules to better fit today’s markets.
The document also raised the possibility of rethinking the Consolidated Audit Trail (CAT), a system criticized for ballooning costs and the risks tied to storing large amounts of sensitive trading data. Recent legal challenges have intensified the debate over its future.
Atkins stressed that several legacy proposals from the prior administration are being withdrawn, signaling a pivot toward rules that are “smart, effective, and appropriately tailored” to the SEC’s statutory mandate.
