Montenegro Supreme Court Delays Extradition of Terra Co-Founder Do Kwon Again

The Supreme Court of Montenegro has once again postponed the extradition of Terra (LUNA) co-founder Do Kwon to South Korea.

This delay comes after Kwon’s legal team requested a “protection of legality” review. The court announced that it has suspended the previous decisions of the High Court in Podgorica and the Court of Appeal of Montenegro until the Supreme Court addresses this new request.

This year, the Supreme Court has already delayed Kwon’s extradition twice. In March, the court initially paused the extradition process, citing procedural errors by the lower courts. Around the same time, an attempt to extradite Kwon to the United States was also stopped due to similar legal issues.

By June, the High Court of Podgorica decided that Kwon should be extradited to South Korea, noting that South Korea’s request arrived before the US’s. The appellate court upheld this ruling and mentioned that there were no appeals against it.

However, last week, Montenegro’s appellate court reaffirmed the initial extradition decision.

Do Kwon was detained in Montenegro in March 2023 for attempting to travel to the United Arab Emirates with a forged Costa Rican passport. He faces charges in both the US and South Korea related to the collapse of Terra and its stablecoin, resulting in significant financial losses.
