Vietnam has officially launched NDAChain, a national blockchain infrastructure designed to underpin its digital transformation strategy.

The platform will serve as the backbone for digital ID systems, smart contracts, and public sector data management, marking one of the most ambitious blockchain integrations by a national government to date.

Three-layer structure to support full digital stack

NDAChain operates on a hybrid decentralization model and is structured across three layers:

  • Layer 1 (Platform): The NDAChain Network functions as the base blockchain infrastructure supporting consensus, data validation, and secure ledger management.
  • Layer 2 (System): This layer includes core blockchain modules such as NDA DID (decentralized identity), NDA CEX (centralized exchange), NDA LLM (large language models for government services), and data hubs. It also integrates with other national platforms like Masschains, VeChain, and Napas.
  • Layer 3 (Application): Popular Vietnamese and global applications—such as Facebook, Zalo, Grab, Momo, and Viettel—will connect to the chain, enabling smart contract functionality and digital ID authentication within existing user platforms.

A step toward digital sovereignty and trusted data systems

The launch of NDAChain signals Vietnam’s commitment to digital sovereignty and secure citizen data infrastructure. By incorporating both public and permissioned blockchain features, NDAChain aims to combine transparency with administrative control—offering verifiable government records, programmable legal contracts, and fraud-resistant ID frameworks.

While other countries have explored blockchain pilots for specific use cases, Vietnam’s deployment of a fully layered, government-grade chain represents a new level of national integration.
