Both sides continued negotiations until the final hours before the vote but failed to reach a definitive agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The core dispute centered on ethical restrictions for high-ranking government officials and their crypto holdings. The White House accepted some Democratic demands, including limits on digital asset issuance by elected federal officials and expanded authority for state attorneys general.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Democrats pushed for stricter enforcement mechanisms and mandatory divestment of crypto investments above a specific threshold for a sitting president.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Deal Collapses in the Final Hours<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><a href=\"https:\/\/cryptodnes.bg\/demokratite-vnesoha-kontrapredlojenie-za-clarity-act-chasove-predi-vota\/\">Democrats sent their own counterproposal<\/a><\/strong> late Monday, aiming to expand ethical restrictions. Gallego, for his part, noted that the latest version still failed to address the core concerns of Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill was intended to establish clearer federal rules for digital asset trading and companies operating within the US crypto market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>CLARITY Act<\/strong> had already cleared the House of Representatives with a <strong>294-134<\/strong> vote in July 2025, and in May this year, the Senate Banking Committee approved its version by <strong>15 votes to 9<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Chances for Passage in 2026 Dwindle<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The failed vote does not automatically mean the <strong>CLARITY Act<\/strong> is permanently dead.
