An increasing number of payments are processed through mobile apps and international tech platforms, meaning banks are losing both payment service revenue and access to valuable customer data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that the next significant risk stems from stablecoins, the vast majority of which are pegged to the U.S. dollar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the use of stablecoins continues to grow, banks will also lose household deposits,\u201d Cipollone warned, emphasizing that such a development could weaken their ability to provide credit to the economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the ECB, payment data is essential for assessing creditworthiness and managing risk. If payments gradually migrate toward tech companies or stablecoin issuers, the role of banks within the European financial system would be severely limited.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Digital Euro as a European Alternative<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The ECB\u2019s concerns surface as the European Parliament, member states, and the European Commission begin formal negotiations on the legislative framework for the digital euro. The goal is to finalize the text by the end of 2026, allowing the ECB Governing Council to make a final decision on the project in early 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parallel to political negotiations, the central bank is accelerating technical preparations. A <strong><a href=\"https:\/\/cryptodnes.bg\/ecb-izbra-uchastnicite-koito-da-testvat-digitalnoto-evro\/\">pilot program involving 36 payment service providers<\/a><\/strong>, including both banks and non-bank entities, is scheduled to begin in September 2027 to test the digital euro infrastructure. The first actual issuances remain planned for 2029.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cipollone stressed that a digital euro must ensure European control over payment infrastructure. Currently, approximately two-thirds of card payments in the eurozone are processed through systems outside Europe, and more than half of the member states lack their own unified national electronic payment solution.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Restrictions to Protect Bank Deposits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To mitigate the risk of a mass transfer of funds from bank accounts to the digital euro, the ECB supports the implementation of several safeguard mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the measures under discussion is a holding limit on digital euros, with a threshold of approximately \u20ac3,000 per person currently being debated in legislative talks. Furthermore, the digital euro will not accrue interest, which the ECB believes will reduce incentives for citizens to hold large sums outside of traditional bank deposits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project also envisions universal access through an app that all payment service providers must support, alongside the ability to conduct offline payments similar to using cash.
