The move aims to establish South Korea as a global leader in the tokenization of real-world assets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Government Accelerates Digitization of State Debt<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A new pilot project introduces blockchain technology to the issuance and management of government bonds. Moving away from traditional infrastructure\u2014which relies on multiple intermediaries and fragmented clearing and settlement systems\u2014authorities plan to implement a unified ledger. This digital system will process every stage of a transaction in real time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A \u201cwholesale CBDC,\u201d currently under development by the Bank of Korea, serves as the central element of the project. This digital currency will act as the primary settlement asset for the purchase and sale of government bonds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The integration enables the simultaneous transfer of securities and payment, a model known as \u201cdelivery-versus-payment\u201d (DvP). According to the central bank, this mechanism significantly mitigates default risks, slashes settlement times, and reduces the necessity for clearing intermediaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond increasing efficiency, the new system is designed to lower operational costs and minimize the potential for human error during transaction processing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tokenization Becomes National Financial Strategy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This project marks the next phase of \u201cProject Hangang,\u201d the Bank of Korea\u2019s large-scale initiative to test blockchain-based infrastructure for a central bank digital currency. Following successful trials involving interbank payments, authorities are now extending the technology\u2019s application to the sovereign debt market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In tandem with these technical trials, the government is fast-tracking a legislative framework for tokenized financial instruments. A new regulatory regime is scheduled to take effect on February 4, 2027, officially integrating blockchain-based securities into the existing Capital Markets Act and the Electronic Securities Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second half of 2026 is expected to be a pivotal period for the adoption of the \u201cDigital Asset Basic Act.\u201d This legislation will define the rules for companies operating within the digital asset sector and establish a legal framework for stablecoins pegged to the South Korean won.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bank of Korea Governor Rhee Chang-yong suggested that tokenization could represent one of the most significant financial reforms of the coming decade. In addition to boosting liquidity and broadening investment access, the technology allows for the automation of interest payments and reduces reliance on traditional clearing institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With this initiative, South Korea joins a growing list of nations treating tokenization as a strategic tool for market modernization rather than a mere experiment.
